PINO CANALES, Celeste Elena  e  DIAZ PEREZ, Yusmari. Notes on U.S. unilateral coercive measures within the framework of the Helms-Burton Act and in light of international public law. Estudios del Desarrollo Social [online]. 2021, vol.9, n.3, e1.  Epub 01-Dez-2021. ISSN 2308-0132.

The ambiguity of coercive international law enforcement mechanisms is used by the U.S. government to conceal the use of measures of force as part of its foreign policy. The article analyzes the doctrinal differences between retaliation, countermeasure, retaliation, and sanction as the main coercive enforcement mechanisms used nowadays. Accordingly, the article examines the provisions contained in the Cuban Liberty and Democratic Solidarity Act, known as the Helms Burton Law, which qualify as unilateral coercive measures, in violation of the principles of sovereign equality, non-intervention and prohibition of the threat or use of force.

Palavras-chave : International Public Law; international relations; sanctions; countermeasures; unilateral coercive measures; principles of sovereign equality; non-intervention and prohibition of the threat or use of force; Helms Burton Act.
