Effectively managing human talent in the Social Health Insurance (EsSalud) requires strategies to address this problem, which is why it is very necessary to implement professional development programs, recognition and retention policies, as well as to constantly promote effective communication between managers and workers. The objective of the study was to propose an improvement plan based on soft skills for human talent management in EsSalud de Lambayeque. A quantitative approach and a descriptive propositional design were applied. We found 39.7% with a deficient level, followed by 35.6% with a moderate level and 24.7% with an efficient level, demonstrating that most of the health care and administrative personnel lacked effectiveness in human talent management. A plan based on soft skills was proposed and validated by three experts.
