There are several authors who declare the management´s manual of communication as an essential tool for institutions. In Cuba There are three fundamental models wich are mixed and adapted to the country, those are the model of Justo Villafañe, the one of Jorge Santana, and the model of Yarmila Martinez. In Our enterprises, manuals are built from the decree 281/2007 and are used different aspects of the model mentioned before. In a general way this models of communication use to be operative and they have into account the elements from the management systems of communication. Research made by Cuban institutions conclude that specialists define it like the instrument to regulate communication, inside or outside, and the essential point are the integration and transversality, they also identify as a fundamental issue the use of strategic politics and objective. So they agree with the systemic and general properties of the manual. Takin into account the models and the institutional reality of our country, we propose 15 general indicators wich must not be absent in the structure of the manuals. The structural and functional definition of the organization, the establishment of politics, responsibilities, reach, objects of the elements related with knowledge management, the environment and its components, the documental knowledge management and the information about the system are known as aspects of great importance
