A validated methodology is presented for the diagnosis of the instrumentation of the different regulatory elements that intervene in the treatment of documentary heritage in the National Library of Cuba José Martí and the National Archive of the Republic of Cuba, governing bodies. The research identifies dimensions at a strategic level in decision-making, in terms of access and dissemination of documentary heritage. As a result, we present the stages of design and implementation of an evaluation methodology that allows us to diagnose the implementation of the current laws and other elements of the regulatory apparatus that intervenes in the management of Cuban documentary heritage. The proposal presents results that can be replicated in other scenarios or entities that deal with the access and safeguard of the national documentary heritage.
