The article presents a proposal for Information Management (GI) and Communication Management (GCom) for the Early Warning System (SAT) of the Republic of Haiti. The same part of the recognition given to “information” and “communication” as a resource and strategic process for the dissemination of the alert, civil protection, the creation of institutional capacities, the articulation of SAT actors, and the resilience. Among the research methods and techniques used are the classic documentary analysis, the survey, as well as popular education techniques and tools. These methods allowed to identify the particularities of the Haitian SAT, and the realization of workshops and meetings with institutional and civil society representatives, for the identification of the info-communication elements necessary for the strengthening of the system. Among the results achieved, the main characteristics of the SATs and their conception in international initiatives and in the regulatory framework referred to the topic are identified. The design of: a) the GI and GCom processes, b) an informational procedure for the generation, exchange, analysis and use of information, and c) communication strategies are also carried out. The proposal made allows the institutionalization of the GI and GCom processes in the Haitian SAT, generating capacities to have quality information, communicated effectively, for strategic and preventive decision making.
