La planificación estratégica en las instituciones de educación superior

RESUMEN

La planificación estratégica como momento de todo proceso de gestión, constituye una herramienta fundamental para el desarrollo de cualquier institución. Las organizaciones que visualizan un cambio permanente de su gestión, garantizan un salto cuantitativo y cualitativo ascendente de manera constante, en tal sentido, la planificación estratégica es un proceso fundamental de gestión institucional que contribuye con la organización y determinación de su propósito.

ABSTRACT

Strategic planning as a moment of any management process constitutes a fundamental tool for the development of any institution. The organizations that visualize a permanent change of their management, guarantee a permanent quantitative and qualitative leap, in that sense, strategic planning is a fundamental process of institutional management that contributes in the organization and determination of this purpose.

EDITORIAL DE OPINIÓN

La planificación estratégica como momento de todo proceso de gestión, constituye una herramienta fundamental para el desarrollo de cualquier institución. Las organizaciones que visualizan un cambio permanente de su gestión, garantizan un salto cuantitativo y cualitativo ascendente de manera permanente, en tal sentido, la planificación estratégica es un proceso fundamental de gestión institucional que coadyuva en la organización y determinación de dicho propósito.

Muchos especialistas en el tema han reconocido su importancia y ventajas con relación a la planificación tradicional, ya que permite dar mayor sustento a la estrategia institucional; además, se convierte en el paso inicial del proceso continuo que fundamenta el nuevo tipo de sistema de gestión universitaria que tanto se necesita hoy en estas instituciones: la dirección o gestión estratégica universitaria.

La planificación estratégica en una institución de educación superior, es un proceso continuo, técnico-político, sistemático, reflexivo, participativo, crítico y autocrítico, instructivo, flexible, integral y orientador, que promueve el cambio, y precede y preside la acción para la toma de decisiones. La estructura metodológica de la planificación estratégica en una institución de educación superior está integrada por varios momentos que vinculan el pasado, el presente y el futuro; estructura esta que se apoya en flujos de informaciones externas e internas pertinentes, y busca alcanzar determinados objetivos institucionales, utilizando adecuadamente los recursos disponibles, y considerando la cultura organizacional, entre otros elementos.

Se considera que  la planificación estratégica favorece el cambio positivo, que orienta a las instituciones de educación superior  de un estado real hacia uno deseado y factible de alcanzar, identificando la razón de ser, las debilidades, fortalezas, oportunidades y amenazas así como los principales implicados.

Strategic planning as a moment of any management process constitutes a fundamental tool for the development of any institution. The organizations that visualize a permanent change of their management, guarantee a permanent quantitative and qualitative leap, in that sense, strategic planning is a fundamental process of institutional management that contributes in the organization and determination of this purpose.

Many specialists in the field have recognized its importance and advantages over traditional planning, because it allows greater support to the institutional strategy; besides, it becomes the initial step of the continuous process that underlies the new type of university management system that is so much needed today in these institutions: university management or strategic management.

Strategic planning in an institution of higher education is a continuous, technical-political, systematic, reflective, participatory, critical and self-critical, instructive, flexible, integral and guiding process that promotes change, and precedes and presides over action for decision making. The methodological structure of strategic planning in an institution of higher education is integrated by several moments that link the past, the present and the future; This structure is based on relevant external and internal information flows, and seeks to achieve certain institutional objectives, using the available resources appropriately, and considering the organizational culture, among other elements.

It is considered that strategic planning favors positive change, which guides higher education institutions from a real state to a desired and achievable one, identifying the rationale, weaknesses, strengths, opportunities and threats as well as the main stakeholders.
