Neste propósito, foi elaborado o Plano Setorial de Mitigação e de Adaptação às Mudanças Climáticas para a Consolidação de uma Economia de Baixa Emissão de Carbono na Agricultura (Plano ABC) com vigência de 2010-2020. O objetivo deste artigo foi apresentar uma panorâmica atual sobre o cumprimento das metas estabelecidas no plano, e os principais gargalos para atingir o novo compromisso assumido até 2030. Para isto, realizou-se uma análise bibliográfica e documental sobre o Plano ABC 2010-2020, cujas metas foram: expansão de 35,5 milhões de hectares com uso de tecnologias de baixo carbono e mitigação de 135 milhões de t CO2 eq. Constatou-se que essas metas foram superadas, a expansão na adoção das tecnologias atingiu 154% e a mitigação de CO2 eq. atingiu 113%. Dentre as tecnologias, a recuperação de pastagens e o tratamento de dejetos animais foram os principais gargalos para atingimento da meta. No setor agropecuário, torna-se necessário adotar medidas efetivas que ampliem a adoção das tecnologias preconizadas para o ABC, de produtores rurais.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT During the 15th Conference of the Parties (COP-15), Brazil committed to reducing between 36.1% and 38.9% of greenhouse gas (GHG) emissions for 2020, being 22.5% compromising by the agricultural sector. In this sense, the Sectoral Plan for Mitigation and Adaptation to Climate Change for the Consolidation of a Low-Carbon Economy in Agriculture (ABC Plan) was created, effective from 2010-2020. The objective of this paper was to present a current overview about the achievement of the goals established in the plan and the main bottlenecks to arise the new commitment assumed by 2030. For this purpose, a bibliographical and documentary analysis was carried out on the ABC Plan 2010-2020, which goals were: expansion of 35.5 million hectares using low carbon technologies and mitigation of 135 million t CO2 eq. It was verified that these targets were exceeded, the expansion in the adoption of technologies reached 154% and the mitigation of CO2 eq. reached 113%. Among the technologies, the recovery of pastures and the treatment of animal waste are the main bottlenecks for achieving the goal. In the agricultural sector, it becomes necessary to adopt effective measures that expand the adoption of the technologies recommended for ABC, by rural producers.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN Durante la 15ª Conferencia de las Partes (COP-15), Brasil se comprometió a reducir entre un 36,1% y un 38,9% de las emisiones de gases de efecto invernadero (GEI) hasta 2020, siendo el 22,5% el compromiso del sector agrícola. Para ello se elaboró &#8203;&#8203;el Plan Sectorial de Mitigación y Adaptación al Cambio Climático para la Consolidación de una Economía Baja en Emisiones de Carbono en la Agricultura (Plan ABC), con vigencia 2010-2020. El objetivo de este artículo fue presentar un panorama actual del cumplimiento de las metas establecidas en el plan, y los principales obstáculos para alcanzar el nuevo compromiso adquirido al 2030. Para ello, se realizó un análisis bibliográfico y documental sobre el ABC. Plan 2010-2020, cuyos objetivos fueron: ampliación de 35,5 millones de hectáreas mediante tecnologías bajas en carbono y mitigación de 135 millones de t CO2 eq. Se encontró que estos objetivos se superaron, la expansión en la adopción de tecnología alcanzó el 154% y la mitigación de CO2 eq. alcanzó el 113%. Entre las tecnologías, la recuperación de pastos y el tratamiento de desechos animales fueron los principales obstáculos para lograr el objetivo. En el sector agrícola, es necesario adoptar medidas efectivas que incrementen la adopción de tecnologías recomendadas para ABC por parte de los productores rurales.]]></p></abstract>
