Proponemos su estudio desde un modelo cíclico de conformación de políticas, enriquecido con la consideración de la interacción de intereses de actores políticos diversos, la política de Estado y las circunstancias cambiantes, tanto internas como externas, en un sistema complejo, abierto y dinámico, con especial influencia de la competencia entre las élites de poder. Encontramos evidencias que apuntan a los intereses de grupos de poder definidos de distinto tipo, que se encuentran en relativo equilibrio. Los avances se relacionan con las circunstancias generales de cada etapa. Identificamos fluctuaciones en la evolución del tema en el período 2013-2018, que deben ser estudiadas para determinar su alcance y estados futuros.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT This article studies the shaping of the policy towards Cuba in the U.S. Federal Congress. We propose its study from a cyclical model of policy shaping, enriched with the consideration of the interaction of interests of diverse political actors, state policy and changing circumstances, both internal and external, in a complex, open and dynamic system, with special influence of the competition among power elites. We found evidence pointing to the interests of defined power groups of different types, which are in relative equilibrium. Developments are related to the general circumstances of each stage. We identify fluctuations in the evolution of the issue in the period 2013-2018, which should be studied to determine its scope and future states.]]></p></abstract>
