Su transformación como espacio intercultural ha sido importante, y ha exigido innumerables esfuerzos. Como herramienta para disminuir las desigualdades de acceso a uno de los espacios más desiguales, ha contribuido a transformaciones institucionales, personales, de relaciones, pero también ha generado resistencias. La implementación de políticas públicas no es un proceso llano, ni instantáneo. Uno de los dispositivos que se crean son los llamados observatorios sociales. En este trabajo se analiza el contexto de las PAA en la Universidad Federal de Santa Catarina, en Brasil, y la existencia del Observatorio de las Acciones Afirmativas, vinculado al Núcleo de estudios de Poblaciones Indígenas (NEPI). A partir de ello, se proponen algunos criterios que deberían atenderse para su eventual reorganización.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo As políticas das ações afirmativas (PAA) implementadas nas universidades brasileiras têm modificado os ambientes universitários. A sua transformação como espaço intercultural tem sido importante e exige inúmeros esforços. Como ferramenta para reduzir as desigualdades de acesso a um dos espaços mais desiguais, tem contribuído também para outras transformações institucionais, pessoais e de relações. Mas também têm gerado resistências. A implementação de políticas públicas não é um processo tranquilo nem instantâneo. E quando o foco é modificar um sistema estruturalmente desigual, é importante acompanhar os processos envolvidos. Um dos dispositivos criados são os chamados observatórios sociais. Este artigo analisa o contexto das PAA na Universidade Federal de Santa Catarina, no Brasil, e a existência do Observatório das Ações Afirmativas, vinculado ao Núcleo de Estudo das Populações Indígenas (NEPI). Com base nisso, são propostos alguns critérios que devem ser atendidos para sua eventual reorganização.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Affirmative action policies (AAP) implemented in Brazilian universities have modified university environments. Its transformation as an intercultural space has been important, and has required innumerable efforts. It has also contributed to other institutional, personal and relationship transformations, as a tool to reduce inequalities of access to one of the most unequal spaces. Nevertheless, it has also generated resistance. The implementation of public policies is not a smooth process, nor is it instantaneous. And when it comes to modifying a structurally uneven system, it is important to follow the processes involved. One of the devices that are created are the so-called social observatories. This paper analyzes the context of PAA at the Federal University of Santa Catarina in Brazil, and the existence of the Observatory of Affirmative Actions, linked to the Group of Researches on Indigenous Populations (NEPI). Based on this, some criteria are proposed aimed at its future reorganization.]]></p></abstract>
