<self-uri xlink:href="http://scielo.sld.cu/scielo.php?script=sci_arttext&amp;pid=S2218-36202022000600397&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://scielo.sld.cu/scielo.php?script=sci_abstract&amp;pid=S2218-36202022000600397&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://scielo.sld.cu/scielo.php?script=sci_pdf&amp;pid=S2218-36202022000600397&amp;lng=en&amp;nrm=iso"></self-uri><abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN En el territorio Ecuatoriano en la actualidad se mantiene una estructura administrativa que le permite auditar, controlar y administrar su órgano estatal; para los cuales se han creado un sinnúmero de leyes y normas que coadyuvan a su propósito, el Código Orgánico Administrativo surge con la finalidad de dar un seguimiento y estandarizar a cada proceso administrativo que nace dentro de esa llamada administración pública, su finalidad ha sido simplificar y unificar los procedimientos en sede administrativa, regular el ejercicio de la función administrativa de los organismos que conforman el sector público y determinar la ejecución de los actos administrativos, determinando su competencia. El presente trabajo aborda un estudio teórico al respecto, para lo cual se emplea una metodología descriptiva con enfoque cualitativo, de corte transversal. Para lograr el desarrollo del estudio, se emprendió la utilización de los métodos científicos de investigación: histórico-lógico, revisión documental, analítico-sintético. Como principal resultado se logró visualizar los principios administrativos que fundamentan el actuar de los funcionarios públicos en sus decisiones y la elaboración del marco teórico al respecto.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT In the Ecuadorian territory, at present, an administrative structure is maintained that allows it to audit, control and administer its state body; for which countless laws and regulations have been created that contribute to their purpose, the Organic Administrative Code arises with the purpose of monitoring and standardizing each administrative process that is born within that so-called public administration, its purpose has been to simplify and unify the procedures in the administrative headquarters, regulate the exercise of the administrative function of the organizations that make up the public sector and determine the execution of administrative acts, determining their competence. The present work deals with a theoretical study in this regard, for which a descriptive methodology with a qualitative approach, of cross-section, is used. To achieve the development of the study, the use of scientific research methods was undertaken: historical-logical, documentary review, analytical-synthetic. As a main result, it was possible to visualize the administrative principles that support the actions of public officials in their decisions and the development of the theoretical framework in this regard.]]></p></abstract>
