En Cuba, son reconocidos como uno de los principales peligros naturales que afectan al país. En su gestión prevalece el manejo fragmentado y atomizado de la resiliencia por la subdivisión en tipologías que limitan la integración de varias dimensiones, procesos y capacidades en el contexto local. Este trabajo se planteó como objetivo evaluar la resiliencia local ante los incendios forestales en la zona Matamoros-Oscar Lucero, en el municipio Holguín. Se realizó la caracterización del escenario de riesgo, y sobre la base de la revisión bibliográfica con el uso del análisis factorial y de centralidad se identificaron las dimensiones, variables e indicadores que permiten valorar la robustez y la resiliencia específica, como componentes de la resiliencia local e implementación de un plan de gestión comunitaria. Se corrobora a través de una lista de chequeo, la elevación de la resiliencia en sus dimensiones sociocultural, ambiental y de gobernanza, en menor medida la estructural-tecnológica y la económica. A partir de la integración de los resultados, se concluye que los indicadores propuestos son útiles y pertinentes para la reducción del riesgo ante esta amenaza.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[RESUMO Nos últimos anos os incêndios florestais têm experimentado um incremento na magnitude, frequência e danos sócioambientais, a nível global. Em Cuba, são reconhecidos como um dos principais perigos naturais que afetam ao país. Na sua gestão prevalece o jeito fragmentado y atomizado da resiliência pela subdivisão em tipologias que limitam a integração de várias dimensões, processos e capacidades no contexto local. Neste trabalho, propõe-se como objetivo avaliar a resiliência local frente aos incêndios florestais na zona Matamoros-Oscar Lucero, do município Holguín. Realizou-se a caraterização do cenário de risco e, tomando como alicerce a revisão bibliográfica com o uso da analise fatorial e de centralidade, identificaram-se as dimensões, variáveis e indicadores que permitem valorar a robustez e a resiliência especifica, como componentes da resiliência local. Se corrobora através dum listado de comprobação, a elevação da resiliência nas dimensões: sociocultural, ambiental e de governança, e em menor medida a estrutural-tecnológica e, a econômica. A partir da integração dos resultados conclui-se que os indicadores propostos são úteis e pertinentes para a gestão de risco diante essa ameaça.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT In recent years, forest fires have experienced an increase in magnitude, frequency and socio-environmental damage globally. In Cuba, they are recognized as one of the main natural hazards affecting the country. In its management, fragmented and atomized management of resilience prevails due to the subdivision into typologies that limit the integration of various dimensions, processes and capacities in the local context. The objective of this study was to evaluate local resilience to forest fires in the Matamoros-Oscar Lucero area, in the municipality of Holguín. The characterization of the risk scenario was carried out, and based on the bibliographic review with the use of factorial and centrality analysis, the dimensions, variables and indicators that allow the assessment of robustness and specific resilience, as components of local resilience and implementation of a community management plan, were identified. A checklist was used to corroborate the increase in resilience in its sociocultural, environmental and governance dimensions, and to a lesser extent in its structural-technological and economic dimensions. From the integration of the results, it is concluded that the proposed indicators are useful and relevant for risk reduction in the face of this hazard.]]></p></abstract>
