Relevante fue la Ley de Mejoras de la Libertad de Información de 2016. Determinar el alcance de sus modificaciones y explicar los desafíos para su implementación durante la administración de Donald Trump fueron los objetivos de este artículo. Se usó la perspectiva sistémica, el método bibliográfico, el análisis de contenido cualitativo a documentos oficiales y el método comparativo. Se concluyó que el alcance de la modificación de la ley estuvo signado por la continuación del salto tecnológico iniciado por la E-FOIA de 1996 aunque se mantuvieron o introdujeron otros vacíos que permiten interpretaciones discrecionales de la ley. Dentro de los desafíos están el contexto político de su aplicación, la ausencia de voluntad política del presidente, las disposiciones administrativas, la cultura del retraso y el poco personal.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT The Obama Administration implemented executive orders and public laws aimed at regulating the role of an open government. Despite not being comprehensive enough they are considered a turning point in history. Relevant was the FOIA Improvement Act of 2016 (PL 114-185). Therefore, to establish its scope and explain its challenges during the Trump Administration was the purpose of this article. We use the systemic perspective, the bibliographic method, the qualitative content analysis to official documents of the American government as well as the comparative method. The conclusion was that the scope of the Act was marked by the technological change implemented by the 1996 E-FOIA Act although some gaps were either kept or introduced. They lead to some discretionary interpretations of the law. Among the challenges are the political context in which it is apply, the lack of political will of the President, administrative measures, cultural delay and reduced staff.]]></p></abstract>
