A way of encouraging local entrepreneurial spirit is to strengthen the government-university-business relation by establishing concepts of technology transfer, which will be in line with the different levels of development of intellectual capital. This paper is aimed at measuring the impact of intellectual capital on local entrepreneurship. Mixed methods research was carried out, including Kendall and Spearman's rank correlation coefficient. Small and medium correlations obtained suggest that intellectual capital has little impact on entrepreneurship in stockbreeding, but many aspects could be improved.
