Abstract

This paper deals with ethical issues associated with electronic government and how this has evolved (citing examples), and the impact of this digital interactions on a country’s population. Features of information and knowledge societies are examined, and how information and communication technologies could improve people’s lives, especially by generating, sharing and making available to all members of the society information and knowledge. Electronic democracy and technological, educational, cultural, and legal conditions it encompasses are studied. Additionally, ethical issues and moral values of this type of government, which are essential for it to be implemented and improved, are dealt with in particular.
