The process of constitutional reform culminated with the decision of the Cuban people, in referendum, birth to the new Constitution in April 10 th of 2019. The new has the text of 1976 as precedent and the cumulative experiences; it maintains the essential of the political, economic and social design for the continuity. In addition, it introduces new institutions and important changes for the value of the Constitution in the society, a reorganization of the power, new elements in the economic sphere and, especially, new rights and warranties for Cuban citizens. Now, should be legally instrumented these precepts, but also is needed to achieve those a change in the manner of thinking and to make in order to assure that the new letter and the daily practice been together, with the legitimacy of the consecrated changes; then, the purpose of the constitutional reform will have been completed.
