The administrative procedure constitutes the means through which the exercise of the administrative function is ordered and, at the same time, the guidelines for the legal protection of the administered are established. In this sense, the need for simplification and updating, in correspondence with the effectiveness and efficiency that should characterize the structure and operation of public management, is a permanent challenge for the satisfaction of the collective interest. In the national legal context, the new constitutional foundations constitute an essential premise for the determination of common criteria that serve as a basis for the implementation of administrative procedures, regarding the transformations that are implemented in the national public sector.
