All the diabetic patients that receive attention at the "Cerro" Teaching Polyclinic, which has a population of 35 157 inhabitants, were investigated. A rate of 39.5 x x1 000 was found. The characteristics, complications, mortality and life style of these patients were analyzed. We proposed the implementation of the program called "To improve the quality of life of the diabetic patient" and explained its structure and dynamics. The first is based on the interrelation ship existing between the primary health care level and the secondary level that is composed of clinical and surgical hospitals, pediatric hospitals and gynecoobstetric hospitals. The dynamics of the program is based on the application of what we have denominated as "The 7 Laws for the Success of the Diabetic Patient" that pretends to reduce mortality, complications and the costs of diabetes mellitus at an annual rate of 10 %
