Abstract

The primary health care strategy is comprehensive and complex. It promotes the re-organization of health care services so that the secondary and tertiary care act as a sort of support of and derivation from the primary health care, and give guidance on the actions to be taken with different determining factors for health and disease. The strategy requires an inter-sector approach and entails the involvement of both individuals and community not only in the decision-taking process but also in the development of a higher level of individual responsibility for one´s health, and also the introduction and use of adequate technologies, taking cost-effectiveness relation into account.
