A proposal of the regulating and register documents that should exist in the research-development activity in medicinal plants is presented. 3 characteristics of the proposed system were assessed by Delphy's expert method: its adjustment to the national and international demands, wether it is applicable to all the research stages, and wether a control of the critical stages of research is attained. Concordance coefficients equal or higher than 0.80 were obtained, which allowed to say that the 3 characteristics were approved by the experts and that another round was not necessary. The results showed that it is possible to generalize the proposal of the support document as a tool to assure quality in those centers where research-development work is carried out.
