Abstract

The objective of this paper is to provide a procedure for diagnosis and screening of competency-based training led to better performance, which contributes to increase process efficiency. To which was performed an extensive literature search which created the theoretical and methodological foundations of this procedure. The study used different theoretical and empirical methods and processes of analysis and synthesis, induction and deduction, Kendall coefficient method and Delphi method, Analytic Process of Hierarchy method, as well as the scientific observation, inquiry, interview, supported in computer diverse applications, the proposal of the procedure is conceived for the diagnosis and the projection of the formation system and development by competitions, which consists of 4 stages and 10 phases with their respective steps, with a view to implementing determining competency training needs with the respective general and individual strategies as gaps and assessment of its impact.
