The business world competitiveness demands have suitable staff, especially when production is organized in projects. The labor competencies assessment is a human resources management important activity. For its implementation, have been proposed methods, models and algorithms that use artificial intelligence techniques. However, many cases represent the oretical proposals or invasive mechanisms class again stor project efficiency. This paper presents amodel for evaluating job competencies starting from evidences project that analyze stasks staff, using indicators and artificial intelligence techniques. The proposal is implemented on Xedro-GESPRO: an open source tool, for the integrated management projects, developed in the country and used by several development projects organizations. The experimental implementation of the model showed acceptable levels of effectiveness and a significant increase in efficiency compared to methods such as 360-degrees.
