The relevance of this article is due to the fact that social entrepreneurship is a new effective tool of the Russian economy, focused on careful consumption of environmental resources and ensuring social stability. At the same time, the authors prove that the development of social enterprises should be based on the theory of dynamic efficiency and compliance with the principles of circular economy. The paper uses tools of abstract-logical methods of research, design and analysis of organizational and functional models. The analysis of the main directions of the circular economy, as well as the features of the functioning of social entrepreneurship, which results in a model of dynamic efficiency of the development of social entrepreneurship in a circular economy. The model consists of interrelated components: a block of stakeholders; groups of various effects that are manifested in the interaction of business structures and key stakeholders; the main elements of development, which include: principles, infrastructure support, and institutional support. The authors indicate the synergistic effects that occur when interacting with stakeholders.
