The purpose of this work is analyzing how the management decentralized government is produced to level local, doing particular emphasis in the limitations that are possible to find today and his practical implementation's. The investigation permitted concluding that the limitations that exist today in the decentralized steps, that go from absence particular competitions to be obeyed by local governments, to excessive centralism in hands of the central government in the overtaking, the administration of resources and the elaboration of policies.
