Abstract

In the current Cuban context, where there is a sustained increase in social inequalities, especially those related to skin color, it is necessary to incorporate into the modernization process of public policies proposals focused on reducing racial equity gaps. This article presents analyses and proposals based on national and regional approaches and experiences in Latin America and the Caribbean, which provide key and innovative elements that can be applied in the design and implementation of a public policy to overcome racialized disadvantages in Cuba. This takes into account the comprehensive universal approach sensitive to differences, based on rights, social equity and development; which implies the implementation of universal policies, combined and complemented with those of affirmative action.
