Abstract

Extreme weather events of natural origin over the years have affected natural and human systems of the Guanabo People's Council community as well as other coastal communities throughout the Cuban geography. The local governments and the population of these communities do not always have the appropriate strategies and tools to deal with these events, absorb them, recover and transform themselves into entities with better capacities for their sustainability. For these reasons, an investigation has been developed that aims to develop a procedure to determine adaptation measures to climate change and disaster risk reduction that serves as a tool to manage and reduce the risks to which they are subjected. To achieve this objective, an appropriate method was developed for the analysis of each of the components of the chain of events-impacts-vulnerabilities-measures-indicators, which is explained in detail in this work. As a result, the Plan of Measures for Adaptation to Climate Change and Disaster Risk Reduction” was obtained, which will be submitted to the criteria of the community in a participatory exercise for its approval and subsequent implementation.
