Abstract

The general objective of this study is to reflect on the process of development and territorial development as essential criteria for today's Cuba. It approaches several theoretical references from both the international and national spheres. In this way, it is possible to identify positive practices where the territorial development process takes into account the human being, as the center of future perspectives, associated to the protection of nature. In this sense, the use of endogenous resources should be favored in the decision making of public servants together with the rest of the actors. In this way, identities are enhanced as part of the plural for the enhancement of the territorial value. In addition, the contiguity of the territorial is conceived as an exogenous value that can energize the projection and planning at different scales, where communication networks are essential. It favors acting locally and influencing globally, where the generation of capacities and attitudes/attitudes/aptitudes take into account education for development, through knowledge management, based on participatory processes that generate a consensual governance, in order to obtain greater territorial dynamization.
