The present work aims at pointing out the need of a National Decentralization Strategy in Cuba, as part of the updating process of the Cuban economy pattern. The work attempts to answer the following questions: What is decentralization? How is it possible to articulate a process of decentralizing transformations?; What practical (operative, technicians and political) problems does the government administration face in their different levels, to make possible the sustainable development in the municipalities? What approaches should a National Strategy of Decentralization consider?
