Debate on financing for development is particularly important today, given the need of getting resources for achieving the development objectives internationally established. This paper, from a theoretical perspective, gets close to the subject of financing for development, by analyzing some aspects such as the origin of the phenomenon, the causes of the underdeveloped countries for needing external financing, and the motivations of developed countries regarding this problem. The paper also reflects on the contribution of the international financial flow of capital for development, and on the significance of conceptual perspective about the development subject in the financing agendas. In this way, the paper deepens on the dependence and dominance relations to which underdeveloped countries have been historically submitted, which are present in the origin and evolution of this subject matter
