Abstract

Chimborazo province is characterized by its intercultural ethnic richness, especially by its native culture that stresses those principles and values dated from the Puruhá nationality, which they so strongly fight for rescuing. In this article, a procedure named FOCOA for promoting an autochthonous organizational culture is developed, in order to achieve a better management in the municipal decentralized autonomous governments (GAD) in Chimborazo province. This procedure considers the intercultural character as a cross axis. Its methodology is based on historical, logical and systemic methods, as well as in the procedures of analysis and synthesis, of induction and deduction and in descriptive procedures. Techniques of quantitative and qualitative research are also carried out.
