Abstract

The purpose of this paper is to analyze the efficiency and effectiveness of social spending in Cuba, considering that this serves as a reference to analyze the importance assigned to social policy in a country. For this purpose, it starts with the analysis of Cuba's current situation in comparison with Latin America, based on the use of different social performance indicators. Likewise, a synthetic indicator of such performance is constructed as a measure of effectiveness and is compared with the expenditures spent for such purposes, as a measure of efficiency. It is found that Cuba is the most effective country in the region, but at the same time the least efficient. In order to face this challenge, a set of policy reflections is synthesized to contribute to the improvement of equity in the country.
