Abstract

Transition of uni-polarity, towards multi-polarity in world system, represents a challenge for United States global predominance. Its super power condition is being questioned by the advances by other enters of powers, such as China and Russia. Thus, the consequences derived form 2008 economic crisis, the elevated military expenditures in wars against terrorism, and the creation of new multi-lateral structures in the Latin American space, its traditional region of influence, question the North American hegemony and sine qua non character. That is why the country has started a critical debate on its foreign policy, with a pragmatic approach; it attempts to articulate a strategy that guarantees the leadership through mega regional alliances, the creation of free trade treaties, and a renew public diplomacy.
