Abstract

A study of educative evaluation was carried out to determine the repercussion of the strategic local administration on the social participation in the local health systems. To this end, all the family physicians and nurses from the "28 de Septiembre" and "Dr. Carlos J. Finlay" polyclinics and the members of people’s councils of the "Antonio Maceo" and "26 de Julio" districts, in Santiago de Cuba, were interviewed during 1996. The sectorial and extrasectorial social actors considered that the social and community participation was linked to the analysis of the health problems and to the search of solutions for them, which means, that they saw it as a cooperative participation. In the process of identification of the problems and the establishment of priorities the method of Hanlon was not applied, although they knew it. Different forms of social participation that allowed to solve many problems were found, in spite of the fact that the risk approach was not used in the analysis of the health situation. It was concluded that the lack of knowledge on how social and community participation must be is an obstacle and prevents the community from acquiring conciousness of its responsability as regards health care. It is recommended to increase training on this topic for health professionals and extrasectorial social actors.
