Abstract

Globalization, culture and literacy are dealt with as important aspects to achieve a universal access to information. With the development of new information and communication technologies, new supports for the generation, transmission and use of information appeared. Likewise, their volume and diversity have grown rapidly. However, without the capacity of the users to manage adequately the new instruments and resources at their disposal, it is impossible to attain an efficient use of such resources and an adequate retrieval of information to meet the user's needs.
