The purpose of the Contingency Plan is to continue with the operation of activities in a town in the presence of natural disasters such as floods caused by the El Niño phenomenon. The objective of the research is to prepare a proposal for a contingency plan for the phenomenon of "El Niño" in the city of Chone, for which the qualitative, descriptive and explanatory methodology was used, through techniques relevant information was collected for its subsequent analysis, such as temperature and precipitation, likewise, through scientific articles and web pages of reliable information, relevant data was obtained to study the study area that was located in the Chone river sub-basin at coordinates 1 4'15.04"S, 79 52'11.79''W.
