A process that generates adaptation tensions, and also develops potentialities and capacities of behavior of the social sector involved. The active participation of society in the health construction process, adds a new dimension to the role of Sciences and Technologies in relation to the process. The balance between experts' criteria and social participation in the projection and control of the results, as well as other factors are readjusted
