The book Decentralization and Financing for Development. Local powers and autonomy: Challenges for Cuba, written by several authors, published by UNIJURIS in 2020, ISBN 978-959-7219-65-1, the text addresses systems of competencies, communication and informatization in territorial management, local finance, government-university alliance, knowledge management and innovation, as well as management and measurement tools in integration with the Sustainable Development Goals (SDGs). All of these are vital aspects to empower local governments. The objective is to nurture public debate and provide ideas for public policy on territorial development with emphasis on decentralization and territorial development in Cuba (Guzón et al, 2020).

This book gathers, in this book, the main approaches and reflections that took place in the second edition of the International Seminar on Decentralization and Financing for Development that took place in Havana, from July 3 to 5, 2019, with participants from different nationalities, institutions and organizations with international experts from Ecuador, Paraguay, Bolivia, Mexico, Italy, Spain and Argentina. In order to nurture public debate and provide ideas for public policy on territorial development with emphasis on decentralization and territorial development in Cuba, the text addresses issues around systems of competencies, communication and informatization in territorial management, local finance, government-university alliance, knowledge management and innovation, as well as management and measurement tools in integration with the Sustainable Development Goals (SDGs). All of them vital to empower our local governments.

The Seminar was made possible thanks to the event's organizing committee and the contribution of the Ministry of Economy and Planning (MEP), the National Institute of Economic Research (INIE), the Institute of Physical Planning (IPF) and the Ministry of Foreign Trade and Investment (MINCEX). It also had the support of the United Nations Development Program in Cuba (UNDP), the Center for Local and Community Development (CEDEL) of the Ministry of Science, Technology and Environment (CITMA), the Center for Demographic Studies (CEDEM), the University Network for Knowledge Management and Innovation for Development (GUCID), the Higher Institute of Design (ISDi), the Chair of Science, Technology and Innovation (CTS+I) and the Faculties of Communication (FCOM) and Law of the University of Havana (UH), the Federation of Cuban Women (FMC), the Management, Local Development, Tourism and Cooperativism Study Center (CE-GESTA), the Union of Computer Scientists of Cuba (UIC), the Community Initiative Clearinghouse & Referral Center (CIERIC), the Office of the Historian of the City of Havana (OHCH), the National Association of Economists and Accountants (ANEC), the Swiss Agency for Development and Cooperation (COSUDE), the Italian Agency for Development Cooperation (AICS), the Embassy of Italy, the Andalusian Municipalities Fund for International Solidarity (FAMSI) and the UNDP's Articulation of Territorial Networks Initiative (ART).

These actions are the result of the work of the Articulated Platform for Integral Territorial Development (PADIT), which is led by the Ministry of Economy and Planning (MEP), the National Institute of Economic Research (INIE), the Institute of Physical Planning (IPF) and the Ministry of Foreign Trade and Investment (MINCEX), with the support of the United Nations Development Program in Cuba (UNDP), the Swiss Agency for Development and Cooperation (COSUDE), the Italian Agency for Development Cooperation (AICS), the ART International Initiative (Articulation of Territorial Networks), the Andalusian Municipalities Fund for International Solidarity (FAMSI), the Embassies of Italy, the Kingdom of the Netherlands, the United Kingdom and Canada.

The book accompanies the country's steps towards an autonomous and sustainable territorial management, recognized in the new Constitution and projected in a recently approved Territorial Development Policy on the way to its implementation, in line with the National Economic and Social Development Plan until 2030.
