Abstract

The contributions made from tourist planning are true, but reality shows that citizen experiences are not enough to success. So it is impòrtant to reverse the process, identifying the citizen´s needs to use services and analyzing tourism as an opportunity for local development through the the use of means to overcome this situation. The research makes use of different approaches: dialectic, statistical and the systemic approach. As a main conclusion, the model shows the animation proposals, the indicators for the study of city services and extra-hotelkeepers that contribute to the diagnosis of the information, based on a study of potentialities and an economic assessment.
