Abstract

The improvement of regency requires applying advanced management tools as a permanent, integral and systematic solution to the lacks of current management and in response to the new challenges faced by all organizations. Universities are not unconcerned to this reality, hence human capital is the most important and dynamic element in university management. The management of human capital in economic areas is of great importance, as it has a decisive role in the use of material and financial resources that guarantee the satisfaction of needs in the university community. The research shows a proposal for the improvement of the management of human capital in the economic areas of universities, through a procedure that encompasses diagnosis with a balanced scorecard philosophy for this activity. The experience obtained with the application of the procedure in selected universities is shown.
