The rural tourism needs the community’s participation in order to guarantee its sustainability and the achievement of its main goals: the client’s satisfaction and the local development with a positive impact on the community. The people’s education and the participating action research altogether, make possible the direct involvement of the community in identifying their needs, decision making and designs of possible solutions. The purpose of this study is to demonstrate the necessity of the community’s empowerment across the People’s Education to develop the rural tourism. The study has achieved key concepts who confirm the systemic approach of the community and the mentioned tourist modality. At the same time the study shows how the participating action research stimulates the community’s motivation and leadership from the collective work to develop the tourist rural modality.
