The professional environmental competence is and will be a topic of interest in the technological and globalized environment; in fact, there are numerous norms and organizations that point to the importance and participation in higher education as relevance to environmental problems known today. However, in a documentary study in ten universities of the city of Guayaquil-Ecuador, referring to engineering careers, it demonstrates that a basic subject with the purpose of grounding the basic concepts in environmental matters for the university student who wants to become a professional in engineering, is imperceptible in the programs or meshes developed; even in the own career called Environmental Engineering. In this research a proposal of a Syllabus is made with a characterization towards the ethical commitment and environmental responsibility in students and teachers in the design of the basic subject called: Environmental Dimension, with 4 defined units and with 48 hours of teaching as an initial proposal for a common cycle of 16 weeks; following modern trends in its contents, the proposal seeks to complement the theme of the Environmental Dimension originated from United Nations Organization for Education, Science and Culture (UNESCO) and taken to institutions of Higher Education
