Abstract

INTRIAGO MORA, Paquisha  and  VELEZ MENDOZA, Liether Pamela. How the Decentralized Autonomous Government of the Portoviejo Canton in Ecuador Managed the Budget after the 2016 Earthquake. Cofin [online]. 2020, vol.14, n.1  Epub May 14, 2020. ISSN 2073-6061.

This paper shows how the decentralized autonomous government of the Portoviejo Canton in Ecuador responded to the 2016 earthquake with regard to how it managed the budget and implemented the Annual Operating Plan for natural disasters. For this, the budget and the Plan approved by the Municipal Council for the period in question were examined. Areas affected by the earthquake were identified; damage caused was assessed; the income that wasn’t gained by the municipality through taxation was quantified; investments planned but delayed or not made at all by the municipality were identified. Finally, resources allocated by the Central Government to the municipality were determined, as well as their use.
