The interrelation between public expenditure on education and economic growth of any country; universal access to education; and quality education are priorities worldwide. In Ecuador, the right to education, which is considered to be a guarantee of equality and social inclusion and a prerequisite for Good Living, is one of the first things that are taken into account when adopting public policies and making government-backed investments. Universities are the places where knowledge, science and culture are promoted through research and teaching. In this respect this study is aimed at examining education funding as a policy in Ecuador, focusing on the University of Guayaquil.
