The scientific and technological development constitutes one of the most influential factors in the contemporary society, because it is notably influenced by the advances of the energy industry. The experience is based on the study of how to achieve an increment from the energy efficiency to managerial and territorial level, based in the creation of a Strategy of Energy Administration focused in the social vision of the energy, the technology and the ecology (social problems of the science), in the municipality of Aguada de Pasajeros. The present work demonstrates that for the achievement of the energy efficiency in an integral way it is needed a social focus that involves all in the taking of decisions and generate new goals that develop new production habits and consumption in function of the efficiency.
