A reflection is made about the cultural policies and their concretion in the cultural programming, considering elements of their historical trajectory in a country that deploys an emancipator project. The results of an explanatory study are shown starting from the work of the culture houses in three urban scenarios. The study is sustained in the analysis of documents, unstructured interviews, observation and a questionnaire to 224 people. It is valued the programming and their execution in the popular council as base structures in local government's administration in residential areas, with differences in urbanization levels, social services and historical trajectory. The analysis shows limitations in the conceptions, the perception of the publics and their necessities, the design, the programming and the evaluation of the results, issues which are in correspondence with inherited theoretical limitations. In the studied areas were found high level of dissatisfactions, being demonstrated that the undertaken actions do not offer answers to the sociocultural demands of the residents, neither their socioeconomic requirements, being the Cultural Houses far to fulfill the goals to which they were created.
