ABSTRACT The present work proposes a procedure to implement the operative planning in the Institutions of Higher Education of Ecuador. It is based on the search to align strategic planning with the processes of the organization while establishing mechanisms that allow the disaggregation of planning over time and specify actions in the short and medium term. It is based on methods that allow strategic alignment, the determination of distinctive competences, a powerful system of indicators created under the principle of integrating or systematizing the behavior of various variables into a value, with other tools common to strategic and operational planning processes, integrated harmonically and systemically in a procedure based on the Ecuadorian legal framework for these institutions
