The coastal zone is one of the most valuable resources of humanity, not only because of its environmental value, but also socially and economically. However, at present, the impacts of human activity have resulted in its degradation, being the subject of numerous debates and international reflections the ways to ensure their protection and sustainable use. In legal matters, one of the main issues of interest is related to the ownership of this zone, which conditions the intervention strategies, protection and regulation in a specific legal system. This article presents essential theoretical and normative considerations that determine the notion of the terrestrial maritime public domain in cuban legal system from the historical perspective and the current subjection of the coastal zone to the public domain in the form of socialist state property. The usefulness of the present investigation is the theoretical improvement that, from the administrative and environmental point of view, involves the systematization of the existing theory and regulations on the legal treatment of the terrestrial - maritime zone - today considered a coastal zone - as well of public domain in Cuba.
