Abstract

The present investigation has an objective study how it has been done the informal property titling at the Juan Pablo II Slum in the Chiclayo’s Provincial Municipality, and how this can be improved with the Administrative Simplification processes. In the used methodology it was applied an interview to the municipality’s officials, which concluded that they do not have training, and count with the necessary personnel and facilities for the development of the process, also most considered that those administered are not satisfied with the current procedure, it was also carried out on a sample of 213 people, to which a survey was applied, whose results obtained showed that there is a dissatisfaction on the part of the residents, because a good titling process is not applied.
In consequence, plans to develop a action plan that incorporates administrative simplification in the titling process, which will mean a substantial improvement to institutional management, allowing the elimination of requirements, thus formalizing the ownership of said sector in the shortest possible time, allowing the sector to access basic services as well as its incorporation into the urban plot of the city, thus achieving that the owner has legal security and can access different types of social programs, thus improving their quality of life.
