Abstract

This explorative investigation has as an objective identify how the Technical Verification process appliqued at the present as a nonexclusive service by the Chiclayo’s Province Municipality in their subsequent fiscalization attributions has influenced in the construction quality in the district of Chiclayo in the years 2017, 2018 y 2019. For this, a methodology has been used involving an analysis of the Technical Verification process, both that applied by public servants and the accredited Work’s Municipal Inspectors. From the results of this paper it was evident that the Technical Verification process at the present is poorly applied, having among it causes the lack of a approved local procedure and a local complementary regulations to the nationals, that serve as support to bring an suitable service, likewise, the lack of permanent training to the involved actors, so the absence of a clear articulation with the professional associations implicated, generate a disorder which is accentuated with the lack of civic compromise by the administrators in receive an appropriate service, either due the ignorance or by the predominant informality’s culture, that originates the existence of informal constructions potentially vulnerable to the recurrent natural phenomenon in the region. Finally, an action plan was developed to looking generate a roadmap to sort out the detected issues with the purpose of bring an adequate technical verification process and safeguard well, the physical integrity of the citizenship.
