Innovation and its management at the organizational, territorial and national level sets guidelines as a driving force development and competitiveness. At the territorial level, public policies are demanded as an accelerating factor in economic and social performance, hence the importance of the role of governments as facilitators or retarders of the innovation boom. This article deals with how the regulatory framework and the policies outlined in this sphere, condition its progress in Cuba. In this environment, the Territorial System of Science, Technology and Innovation of Holguín shows potentialities for a strategic alliance with the provincial government, integrating actors, structures, networks and knowledge and focusing its actions in the short, medium and long term in order to offer answers to the priorities of strategic sectors, to the needs of the territories and thus contribute to the socioeconomic development of the province.
