Abstract

This article contains an advance of the diagnosis and justification of a project aimed at the investment proposal of a warehouse so used in ports. It´s inserted in the research framework developed between the university as a center of knowledge and innovation and interested companies, in permanent interaction with the government and financing agencies for international cooperation projects. The procedure emphasizes the selection of the problem that the intervention will try to solve, as it is the most important step and decision of the preparation phase of the project life cycle. In its development, a significant number of scientific research techniques were used, including: questionnaires, document review, scientific observation, SWOT matrix, trend analysis, among many others and accompanied with systems such as: Microsoft Excel and SPSS version 15.0. A wide processed bibliography it has consulted with the ZOTERO bibliographic manager. As a result, it was possible to carry out a deep diagnosis of the current situation of the port, making clear the need to achieve efficiency in the investment process, and the decrease in expenses per stay that both affect the management of port activity.
